The convention has reached • an agreement on the question of giving financial assistance to those States which are the victims of aggression. This will be by means of a guaranteed loan scheme, by which a State which is declared to be attacked, or is in danger of attack, can, with the League Council’s consent, raise loans in the markets of members of the League. The amount and conditions defining the liability of each guarantor is clearly limited. The- scheme is confined to those States carrying out the terms of th& disarmament convention.
