MONEY-LENDERS ON DOLE.
OUT OF WORK FOR MONTHS. When James Clark, who carries on business in Lester Avenue, WestHam, applied at West Ham for a moneylender’s certificate, he admitted that he had been out of work for nine months, and was in receipt of unemployment insurance to the extent of 34s a week. He had some money in the bank, some in a co-operative society, and a small cash balance. The certificate was granted.
