The Daily News’ Madrid correspondent reports a new Spanish rising as the result of General Barrera’s refusal to quit the post as CaptainGeneral of Barcelona from which he lias been dismissed by the present Government for plotting with General Martinez Anido to establish a dictatorship. General Barrera is believed to have secured the support of a majority of the officers at Barcelona. The Government, without waiting for the King’s signature, appointed Prince Carlos of-Bourbon, the King’s brother-in-law, to succeed General Barrera. The Prince went last night to Barcelona, where there is lalk of an open rebellion against the Government's action.
