The triennial mining and metallurgical congress was opened by the Earl of Athlone, the Governor-General, who specially -welcomed the United States delegation and regretted the nonarrival of the Australians, who would arrive later. His Excellency emphasised the importance of South Africa as gold producer to the world. Sir Michael Oppenheimer stressed that mining must consistently encourage permanent European settlement, which was easily possible in the wealthy highlands stretching across South Africa and Northern Rhodesia. The copper bolt promised to be the greatest mineral discovery of our time, when 10,000,000 tons would be mined annually, and the population would be numbered by tens of thousands. The copper field is the greatest importance to Empire development.
