FEDERATION QUESTION
(BY ELECTRIC TELKGIUIMI.-COFYIUGIIT). . London, January 11. DURING the discussion at tho meeting of tho Colonial Institute on Mr F. P. De Labillioro's paper on " The Eise and Progress of British Federation," Sir Lyon Playfair said that, in the event of war, the colonics would bo helpless. Clouds were already looming iu the distance, and it was essential to unite for tbo defence of the Empire. Professor Bryce said he hoped it did not require war to secure the federation of the Empire, and trusted they would agree on a scheme, and thus muintaiu the noblest political fabric in the world. The Marquis of Lome said ho thought it would be better if the Agents-Gen?rnl were to constitute tho elements of the Imperial Council. He did not expect, however, that the federation of the Emiik'C would be realised until after the Australian States had fedeiated. Sydney, January 12.
