DISTRICT OF WAIKATO HOSPITAL AND CHARITABLE AID BOARD.

The monthly meeting of the above Board was held at the Hamilton Borough Council Chambers at 11 a.m. yc-terday. Present: Messrs Primroso (chairman), Seddon, Anderson, Teasdale, McGuirk, Coates, Lang, Browne, Herries, Heaney and Davis. The minutes of the last meeting were read and confirmed, and the members then vacated their seats. AXNUAL MEETING. The first meeting of the new Board was than held, tho following representatives being present, vix :—Pi.iku County (4) : Messrs J. S. Urowne, A. Heaney, W. H. Herries. Waikato County (4) : Messrs A. Primrose. S. T. Seddon, I. Coates, and J. Forrest. Waipa County (4) Messrs F. W. Lang, J. B. Teasdale, Jas, Anderson, and A. Smith. Raglan County (1) : Mr J. McGuirk. Hamilton Borough (1): Mr W.Jones. Cambridge Borough (1) : Mr J. S. Bond. Chairman.—The Secretary presiding, Mr F. W. Lang, moved that Mr A. Primrose be re-elected chairman for the ensuing year.—Seconded by Mr James Anderson and carried unanimously.—Mr Primrose, on taking the chair, thanked the members for the honour they had done him in again appointing him to the position of chairman. He did not feel any reluctance in taking the position, seeing so ir.any nf the old members again round the table, and he thought that was a sure indication that the ratepayers were satisfied with their efforts in the past, some of the members having been on the Board since its formation.

Committees.—Mr J. B. Teasdale moved that Messrs Primrose, Lang, Chepmell, Coates and Seddon be appointed as the House and Finance Committee.—Seconded by Mr J, S. Browne —Mr Jas. Forrest then moved as nn amendment, that Messrs Primrose, Jones. Lang, Coates, and the mover be the House and Finance Committee —Seconded by Mr J. S. Bond.—On the amendment being put, it was )o=r, the voting being—For : Messrs Bond. Forrest, Jones, Coates, and McGnirk. Against : Messrs Primrose, Seddon, Anderson, Lang, Teasdale, Browne, Hemes, Heaney, and Smith.—Mr Bond wished to move a further amendment, but Mr Teasdale objecting, the Chairman declined to allow him, and the motion was put and carried, the voting being vice versa.

Voluntary Donation.—Mr M. Butler forwarded a voluntary subscription of £4 4s from Mr F. L. Wright, ot Bombay, for the purchase of comforts in the shape of literature for the use of the patients in the Hospital, A rote of thanks was unanimously returned to Mr Wright.

That Strong Room,—The Town Clerk to the Hamilton Borough Council wrote that the Council had decided to adhere to their former resolution to charge Gd per week for the rant of the strong room.—Mr Hemes moved that a rent of 6d per week be paid for the strong room, —Seconded by Mr Heaney.—Mr Lang, as an amendment, moved, that in future the meetings of the Board he held at the Hospital. He said that he was not opposed to the amount asked by the Borough Council, but he thought it would be much better to have the Secretary's office and meetings of the Board at the Hospital. It would no doubt be urged that the Secretary was required a good deal of his time in Hamilton, but he held that he should spend most of his time at the Hospital, as he filled the office of House Steward as well as Secretary.— Mr Bond seconded the motion which was supported by Mr Smith.—Mr Browne was in favour of holding the meetings at the Hospital if they were held at an earlier hour. —Mr Coates said that if it was a question of rent

which was moving these gentlemen to try and take the meetings to the Hospital, he had no doubt the Borough Council would make a reduction if asked. It was at the suggestion of the Board that the rent be 5s per week. — Mr Teasdale supported the motion and stated that too much rent was paid for the bnilclins,. — Mr Hemes as morer of the original motion, asked whether the amendment moved by Mr Lang was

not a question which required notice of motion. After some further discussion the

chairman ruled that the amendment required notice and it was withdrawn,—Mr Bond moved as a amendment on Mr Herries' motion that the matter be adjourned for a month ti allow if the finance committee to confer with the Borough Council—Seconded by Mr Forrest and carried.

Kawhia and Taupo Counties.—The Commissioner of Taxes wrote stating the amounts of ratable property for charitable aid purposes in East Taupn and Kawhia Counties is £88,023 and ,222,304 respectively, making a total of ±1110,027. The matter was referred to the Finance Committee to report as to what steps require to be taken to have these counties included in the Hospital district.

Endowment.— A Niccol wrote offering to pav £10 for the £25 due by him tor rent of a Hospital endowment for five years, at £5

a year, and to pay £2 10* per annum for the next three years.—Mr Jones moved that the Board agree to accept the five years' arrears at £2 10s per annum and £2 10s for the next three years.— Seconded by Mr Seddon and carried, Mr Teasdale alone dissenting.

Reynolds.—Mr G. F. Dickeson, of Ngaruawahia, applied that Reynolds, an old man about 03 ye.HK of age, be admitted to tho Refuge. He is at present destitute and suffering from sciatica. He has no friends in the colony, but a brother who is in England is well off.—The secretary stated that the refuge was full but any member of the Board would give him an order for Reynolds' admission should ho after examination by the doctor be considered a fit subject.

WEEKS. —Constable White drew attention to tho case of Mrs Weeks, of Huntly, who was deserted by her husband on October 3rd, leaving her with six children and without any means of support.—lt was decided to put the case in the hands of the police to endeavour to find out the whereabouts of her husband* Nurse's Examination.—Misses Yates and McDonald applied to the Board to give them an opportunity of securing a certificate of proficiency as nurses having served for three years as probationers.—lt was decided to wait until a reply is receive! from Dr. McGregor on this subject before taking any steps.

Smith.—O" tlio motion of Mr Herrie*. Andrew Smith was struck off the list of recipients of charitable aid.

CooKSON. —Mr Hcvries moved that relief to the extent of 5s per week be granted to Joseph Cnokson, of Te Aroha, 65 years of age, a widower and who is at present subsisting on private charity.—Seconded by Mr Heaney and carried.

CciißAN.—Mr Teasdalfi read a letter from Mr Jas. Farrell, Chairman of the Kihikihi Town Board, with reference to a letter appearing in The Waikato Times of Tuesday last, informing the Board that Mrs Curran, to whom allusion had evidently been made was a fit subject for charitable aid. She had been granted relief on the application of the Kihikihi Town Board and from enquiries made at the time Mr Teasdale said she was entitled to relief.— Mr Teasdale was requested to make enquiries and report at next meeting, the relief to be continued in the meantime.

Reports.—in his monthly report the secretary stated that there wore 20 recipients of charitable aid, and 13 inmates at the Refuge, one paying for his maintenance at the rate of 7s per week. Finance : To bank credit balance, £3-11 7s lid ; subsidy duo by Government, £79 10s ; contributions due bv local bodies, £80!) 18s 3d ; £ for £ subsidy on same, £809 18s 3d; Hospital fees receivable, £100; endowments rents receivable, £10—£2150 14s 5d ; less accounts to be paid, £187 Is Id; leaving an available balance of £1963 13s 4d. The expenditure for tho month includes : Salaries and wages, £68 los ; relief, £16 0* Sd ; skeleton, £8 15s 9d ; repairs to sink, £2 14s 9d ; H. Metcalfe, £5 0s ; and ordinary expenditure, £85 lis sd. The following accounts were received and paid into the bank : Hospital fees, £20 10s ; maintenance fees, £1 ; voluntary contribution, £4 4s. The following tenders wore accepted for clearing on endowments in Hamilton East : Lot 101, C. H. Smith, £3 10s; Lot 102, C. H. Smith, £2 5s ; Lot 257, C. H. Smith, £3 10s. The report was received and adopted.—The doctor's report was received. IVlajSvkll.—Mr McGuirk, in explanation of a statement appearing in the report of the last meeting of the Raglan County Council, stated that at that meeting a deputation representing Maxwell's case waited on the Council, and the Council instructed the clerk to write to the Hospital Board, asking the Board to take steps to ascertain who is responsible for his maintenance if they were not able to grant him anything themselves, The never mentioned taking the matter into (heir own hands, as stated in the report. Relikr— The usual relief was granted for the month, with the alterations made at the meeting. Protest.— Mr Bond protested against a resolution passed at the meeting with reference to the appointment of a House and Finance Committee, under Rule 23 of the by-laws, and he gave notice to move at ( next meeting to rescind tho motion.
