Thk monthly meeting of the above Council was held on Tuesday at 7 p.m. Present: His Worship the Mayor (Mr Webber), Crs. Hally, Kirkwood, Kerr, Bach, and Bond. Cr. Pieroe having made the usual declaration took his seat at the Council table. The minutes of the previous ordinary and special meeting were read and duly confirmed. Disputed Ownership.—Mr G. J. Neal wrote on behalf of Messrs Whitaker and Russell, asking the Council's permission to remove a lamp and lamp-post from the front of the lute Duke of Cambridge Hotel, in Dnke-Btreet. —Cr. Kirkwood said he had received permission from the Council to remove the lamp and lamp-post some considerable time ago, and in fact he bad arranged with a man to remove them but the work had been neglected.—lt was prooosed by Cr. Bond, and seconded by Cr. Bach : That the matter be adjourned till next meeting of the Council.—The Clerk was instructed to look if a minute had been made of permission having been given Cr. Kirkwood to remove the property.—Cr. Kirkwood s-iid he did not know if a minute had heen made of it, but he certainly received permission and he should remove the lamp and post before next Council meeting.—Some of tin Councillors appeared to think if Cr. Kirkwood removed the property it would sett'e the question, at any rate as far as the Council was concerned. Financial Statement.—Overdraft at 11th October. £293 14s Gi ; accounts paid during month, £96 8s 7d ; amount lodged during month, £29145; accounts passed for payment, £8 19s; overdraft when accounts paid, £309 8s Id. Works. — The Works Committee reported that since the last meeting of the Council the surfaceman had been employed thirteen days. During that time thirtythreo loads of gravel had been placed upon various streets, and twenty-seven loads of earth had been put at the corner of Fort and Victoria-streets, forming a minor trigstation to enable the surveyor (Mr Phillips) to connect with the major stations at Pukokura and Opuahan. The water tables in several streets had been cleansed, and other necessary repairs executed.—The report was approved and adopted.—Cr. Pierce was elected a member of the Works Committee. Public Hall.—The Mayor said he had noticed that some of the Public Hall seats had betm left out in the rain for several days. He had spoken to the hall-keeper about the matW, and it appeared the seats had been put out when he (the hall-keeper) was away on a holiday, but the seats were outride several days after ha returned, so that was no excuse.—Several councillors said there had boen complaints of the dirty state of the hall of late, and they thought a change of hall-keeper would do good.— The Town Clerk said he had spoken to the hall-keeper about the scats, and he (Mr Buckland) said if the Council wished to try some one else he should be very pleased to give up the appointment, as the remuneration was not much, and was more than earned.—The Council thought it would be well to have a change, and instructed the clerk to call for tenders for the office ; the conditions to be arranged by the Hall Committee. RBDDCKn Runt.—The Council having been made subject to "The Public Bodies Powers Act 1887," it was resolved to reduce James Corcoran's rent for one acre leased from the Council from £1 18s to £1 per annum, conditionally upon his paying up the arrears at the reduced rate, and that in future the rent be paid half yearly in advance. —Several other matters connected with borough leases were left till Cr, Priest I y's return, he f.nd the late clerk having been deputed to make certain arrangements regarding them. Drains.—The Mayor applied for permission to connect a drain from his property with the one in Brewery-street.—Granted. Gravel-pits.—Cr. Kirkwood spoke of the necessity of the Council applying for certain Crown lands to be made over to the Council as gravel reserves.—Dsfcrred till next meeting. Mayor. — The Returning Officer was instructed to take the necessary steps for the electi-n of a mayor for the ensuing year. This closed the business. The Next Mayor.—Before the Councillors dispersed the Mayor was asked if he felt disposed to fill the civic chair for another year, and His Worship said he had made up his mind not to allow himself to be nominated for a further term. —Cr. Bach said now that the Mayor had declined to serve a second year, he thought the councillors should cive their opinion as to who thov thought should be elected. _ Cr. Bond had been a member of the Council since the incorporation of the Borough and had done his duty truly and faithfully, and had been one of the hard workers of the Council, and he was justly entitled to the honour nf presiding over the Council. If Cr. Bond would accept the position, he was sure the Council as a body, would support him.—Sever il other councillors spoke of Cr. Bond'- fitness for the office, and he was asked if he would accept the position.—Or. Bond thanked the Council for the confidence placed in him. As it, was the wish of those present that he should bo nominated for the office of Mayor, he should feel a pleasure in complying with the request, and, should he be elected, ho would use his utmost endeavours to conduct the business in a manner satisfactory to the Council and also to the ratepayers. In face of this expression from the Ojuucil, it is almost certain that Cr. Bond will be returned unopposed.
