TDK Times says that the Cabinet vote will bo unintelligent owing to tie docility of its members, who will milly bo tho chief clerks of Mr Gladstone. It declares that Mr Gladstone prefers to govern alone, iind that tho other members of tho Ministry will be extinct volcanoes. The Daily Chronicle doubts whether the Cabinet is of a sufficient demoemtic character to meet with the approval of the people. The Daily Telegraph says thai, the personnel of the Ministry is a surprise, rspocially tho inclusion of Lord Houghton as Lord Lieutenant of IrcThe Standard thinks that the Ministry deserve a fair trial. It hopes tho Marquis of ltipon will show more tact as Secretary of State for the Colonies than he did as Viceroy of India. The Daily News believes that the country has every confidence in the Ministry. . , The Irish members were surprised that tho Lord Lieutenancy fell to Lord Houghton, but his inclusion meets with thoir favour. The Freeman's Journal says Mr Morley will be the real Viceroy of Ireland. _ Lord Rosebery's acceptance ot omeo in the new Cabinet is officially au- a nounced, in consequence of which foreign stocks generally have hardened. . The Daily News etutes that Lord Rosebery feared his health would not permit him to hold office, and that he is quite in necord with Mr Gladstone s policy. Mr Gladstone's address to the Midlothian electors was quite of a formal nature. All the Ministers except Mr Morley will be returned unopposed by their respective constituencies. Mr Morley will have a. bitter fight to retain his seat. The Labour members are demanding that an autumn session shall be held, but the Government do not intend to comply with their demand. Mr Labouchere has had some warm correspondence with Mr Gladstone on the subject of the former's inclusion in the Ministry. Mr Gladstone says the Queen showed some disinclination to his inclusion. Mr Labouchere has given notice to move next session that Egypt be evacuated by Great Britain. The French ].ress states that Queen Victoria is secretly displeased at Mr Gladstone's success,

Lord Carrington will become Lord Chamberlain or High Steward. The Earl of Rosebery's acceptance of the foreign office is heartily received in Berlin, tut in Paris it is viewed with coolness. Three new whips havo been appointed to the radical party including Mr W. A. Mac Arthur.. Sir Cbas. Russell speaking at Swindon (Newcastle) sketched a programme for the temporary treatment of Home liulc. Augusb 19. Parliament has been prorogued to November. The out-going Government at> tended at Osborne, yesterday, and yielded up their seats of office which wore transferred an hour after to Mr Gladstone and his party.
