WAIPA COUNTY COUNCIL.

The monthly m-eting of the Waipa County Council was held at the Council Chambers, Ohaupo, on Tuesday. There were present: Crs. Lang (chairman), Anderson, Smith, Ehn.-ly, Teasdale, Exelby, Finch, and Shepherd.—Mr A. Armstrong, County Engineer, was also in attendance. Engineer's Report. —In his monthly report the engineer stated that, the heavy rain that fell during July did no material damage to the roads though it rendered thorn very heavy for a tune.—Tho wings to the Korornatu* hridge were undermined, and gave way to a certain extent. This damage is being repaired. Tho bridge is in rather a broken-down condition, and must soon be rebuilt.—The re-decking of Willonghb.y's bridge has been completed.—A brick cesspool has been built at Mr Cox's, To Awarnutn, iu accordance with instructions. —The damaged culvert on the Frontier Road, Mangapiko Outlying District, has been repaired.—The report was received. Tuhikaramea-Ohaui'o Road.—ln connection with this road the engineer reported :—"ln compliance with instructions 1 have prepared a sketch plan of the district between Innisfallen and Tuhikaramon, showing the proposed lines of new road between those places. Two lines have been suggested. The first starting from the old hut near Innisfallen runs in a north-wes-terly direction joining the Tuhikaramea road near lot No. 271 of that riding. This line is two miles 70 chains long. Starting ! at the Innisfallen end, the ground falls more or less rapidly for 50 chains, a section of which is marked A. B. From this point the ground, with one or two exceptions, is level and to a certain extent swampy, and for which drains would have to be provided. Tim first portion referred to is grass land, and the balance would be over land from which high ti-tree has lately been cleared. Two creeks would have to be bridged, and also one box culvert and several pipe drains provided for. I estimate the cost of this road at £578 ; this does not include coin-, pensation for land. I may state that the length of surveyed road is 3.\ miles, so that the distance from Ohaupo to Lower Waipa would b 0 shortened one mile 50 chains.— The road marked C D on the plan is an alternate route for a certain distance, as it will lie seen that it joins what may be called the direct lir.o a little to the westward of tho bridge. It would be 17 chains longer than the direct line, and some of it uasses through less favourable ground for road making. The cost of this line —107 chains long—l estimate at £294, as against £248, the cost of the direct line to the point of junction of the two roads, so that the direct line would cost £46 loss and be 17 chains shorter, with the further objection that when the point C is reached there is still an ascent of between thirty and forty feet to make till the point A is reached.— The Clerk was instructed to write to Messrs Williamson Bros., asking them if they would be willing to grant the land for the road as proposed on the plan, in exchange for other roads which would be closed. With reference to the portion of this road through Mr Battle's property, Mr Buttle wrote, objecting to the proposed road, and suggesting that the old road be adhered to. Should the Council determine to cirry out the road as proposed, he would require considerable compensation.—All the members who inspected the road in company with the Engineer were unanimous in favour of the road proposed, and the impracticability of making the line on the old surveyed line. —Cr. Shepherd presented a petition from a number of ratepayers in his district, and Cr. Lang from his district in favour of having this road opened.—lt was resolved that the Chairman and Crs. Smith, Shepherd, and Teasdale interview Mr Buttle as to the terms he would reqniro with reference to carrying out the proposed road which the Council were unanimous was the best.

The clerk reported that on these accounts being paid the overdraft would amount to about £70. The clerk reported that during the month, £89 lis 3Jd rates had been received as follows : Mangapiko Riding, £1G 18s si<i; Mangapiko Outlying District, £11 5s 7A-d ; Alexandra Outlying District, £1 lis 3d ; Rangiaohia riding, £12 6s 3Jd ; Newcastle Riding, £8 Gs lOAcl; Pukekura Riding, £3 Gs G£d ; Tuhikaramea Riding, £3 Gs GJd; Hamilton Riding, £15 17s 9JI ; Hamilton Outlying District, £10 lis IO.Vd. The other moneys received were dog licenses 2s, and Alexandra leases £3 10s, making a total of £1)3 3s 3;]: d received and paid into the bank. Valuations. — The following return, showing the differences of ratable values of the various ridings as comparing ISBO with 1892, was presented bv the clerk -.—Mangapiko and outlying district (058.274) and Alexandra outlying district (£5,359): 1889, £73,663; 1892, £70,280 ; £3,383 decrease. Te Awamntu Town Dislrict : ISB9, £21,261 ; 1892, £20,G03; £058 decrease. Rangiaohia Road District : 1889, £74,308; 1892, £70,187 : £4121 decreaso. Kihildhi Town District: 1889, £14,362; 1592, £12,189; £2173 decveas*. Newcastle Road District: ISB9, £53,233; 1892. £153,033 ; £9800 increase. Ngaruawahia Town District : 18S9, £12,649 ; 1892, £13,206; £557 increase. Pukekura Road District : 18S9, £127,41G ; 1892. £120,072 ; £1344 decrease. Hamilton Riding and outlying dislrict : 18S9, £57.441; 1892, £58,091; £650 increase. Tuhikaramea : 1889, £5,501 ; 1592 returns not yet to hand. Taking the Tuhikaramea valuation at the same gives a decrease on the totals of £672. Subsidies.—A letter was received from the Premier acknowledging the receipt of a letter from the Council with reference to subsidies to local bodies, and stating that it is not proposed to discontinue them for the present year, and before it is done the question of charitable aid and other obligations imposed on local bodies would have to be considered. Before next year, however, nil these matters will no doubt be considered in relation to the position of local bodies —The letter was considered very satisfactory. Native Lands.—With reference ti the circular frotn the TaranaUi Gountv Council, the Council decided to en-opcrate, s '> 1 bring under the Rating Act such native lands as are individualised, and the clerk was instructed to write to this effect to the Government. Rukuhia Roads. -- Mr W. o>r !n<?i\ manager of the Rukuhia Kstate, wrote calling the attention of the Council to the state of the swamp road between the Rukuhia station and the Hainilton-Ohanpo Road. The water in some places was level with the crown of the road, the ditches being choked up. and the ti-troa on the sides require cutting so as to allow the sun and wind to get to the road. Unless something is done, the road will become impassable.—The Engineer said it was -i very bad time to do anything to the r ad at present, and the matter was deferred. —The clerk was instructed to inform Mr Gardner that if ho will contribute one-half the cost, the work will be taken in hand as soon as convenient. The Hamilton outlying district account is at present over-drawn, and would not be able to afford the whole work. Rates. —The following motions were made with reference to rates '.—The Chairman : That a general rate of in the £ be made in the ridings throughout the county.—Seconded by Cr. Anderson and carried.—Cr. Exelby : That a separata rate of Jd in the £ be made on the Hamilton outlying district.—Seconded by Cr. Shepherd and curried.—Cr. Finch : That a separate rate of J<l in the £ be made on tfie Mangapiko ontlying district,— Seconded by Cr. Smith and carried.—Cr. Smith: That a separate rate ot Jd in the £ be made on the Alexandra outlying district. —Seconded by Cr. Finch and carried. Complaint.—Cr. Teasdale complained of Mr Coates' traction ongine which had broken down and was left on the Ngarote station road, causing great inconvenience to travellers, especially ladies.—The Clerk was instructed to write to Mr Coates re questing him to remove the engine at once »nd pointing nut the danger caused by its being loft on the road.
