Mr Balfour, in tho course of a speech, declared that the Conservatives vvoull win tho general election, because his party " were declaring dividends, while the Liberals wore issuing a prospectus."

The Conservative press endorse tho opinion that to enforce Home Rule would result in civil war in Ulster.
