Mb Shiels, the Premier, has announced that ho will, next Ression, remove tho Land Tax and put a tux on the unimproved value of lan.l The Stock Tax will also bo increased. He is in favour of an Income Tax, aimilar to that proposed by the Now Zealand Government. He proposes to introduce a measure to establish Courts of Conciliation and to abolish boj*ns banks. MrSliiels also deairee to settle labourer* on the land, which might be purchased with Government inscribed stock, the occupiers to gradually repay the Government. It is intended to establish labour depots, and tho butter bonus i 3 to be continued. He expresses jhimself strongly in favour of the one-man-one-vote principle, but will not press the matter until the third session, as Parliament now has before it the important work of restoring confidence.
