A BARRACKS BLOWN UP. (BY ELKOTRIC TELEGRAPH— COPYRIGHT.) Paws. March 11. The houses of anarchists in Paris havu boun searched, and two arrests mad;;. The prisoners are supposed to be the authors of a recent theft of dynamite, which it is believed lias been sent to Russia. Forty dynamite cartridges were found in the house of an anarchist. March 15. The anarchists have dynamited the Lobu barracks in Paris, inflicting much damage. President Carnofc proposes to add a clause to the penal code making wilful destruction of property by the use of explosives punishable by death. A Bill embodying this proposal will be introduced into the Chamber of Deputies at once. Berlin, March 16. A bomb loaded with bullets was exploded in a thoroughfare in Labin a town of West Prussia, but fortunately it did not have the desired effect and no one was killed. St. Petersburg, March 14. A passenger has been arrested on the Russian frontier, in whose possession was found some of the dynamite stolen in France.
