(by electric telegraph—copyright.) London, March 5. The London County Council elections are being carried out with great animation. March G. The returns of the London County Council elestious are not yet complete. Up to the present 87 Progressionists and 21 Moderates have been elected. Lords Rosebery and Carrington, and Messrs John Burns, John McDougall, and W. C. Parkinson have been returned with large majorities.
