A NEW MINISTRY FORMED

(BY ELECTRIC TELEGRAPH.— COPYRIGHT.) Paris, February 28. M. LOTTBET, a member of the French Senate, has succeeded in forming a new Ministry. The portfolios were allotted as follows :— M. Loubet, Premier and Minister of the Interior. M. Ribot, Foreign Affairs. M. Eouvier. Finance. M. Freycinet, War. M. Bourgeois, Education. M. Ricard, Justice and Public Worship. M. Cavaignac, Marine. M. Viette, Public Works. M. Develle, Agriculture. ML. Koche, Commerce and the Colonies. M. Constans, Minister of the Interior in the last Cabinet, is excluded from the new administration, and it wae the difficulty caused by his claim that delayed the formation of the Ministry. M. Loubet is a moderate Radical, and the policy of the Government will be to resist clerical aggression, and maintain the foreign policy.
