Lowther, Political Secretary to the Foreign Office, stated that the Government had devoted a mun of £40,000 towards lighthouses in the Red Sea. A. Severe snowstorm? and Rales have been experienced in the South of England. Many telegraph lines have been laid on the ground. News from the Continent states that four feet of snow has fallen in the valley of the Rhine. Severe hurricanes, attended with heavy fall of snow,have blocked the railway traffic in England and Ireland. The St.; James's Gazette says that negotiations respecting Captain Younghusband's arrest in Pamir, by a Russian expedition, are likely to result in the Russian Government offering an apology. Berlin, February 21. An Emigration Bill containing stringent provisions, has been submitted to tho Reichstag, and a clause inserted in which various societies are forbidden to assist intending emigrants. Sr. PmrBRSBUBG, February 19. Four hundred children have died of small-pox at Saratov in ten days. Calcutta, February 19. Small-pox is spreadiug in Bombay. Twenty-five deaths are reported in a week. Paris, February 21. The Anarchists in this city, who had intended to remain peaceful on May Day, have uow decided to hold a tumultuous celebration on that day, in view of the retirement of the Ministry of which M. Constins is a member. Lisbon, February 21. A violent thunderstorm has been experienced, and has done much damage to property. San Francisco, Februarv 20. News has been received that the Tamerlane, a Hawaiian whaler,has been wrecked, and the captain and seventeen of the crew drowned. Rio de Janeiro, February 20. Latest intelligence from Ceara reports that affairs in that province are much quieter. The expulsion of the governor was the outcome of his supporting General Fooseca, the deposed president. Ottawa, February 21. It is alleged that corruption has beeu discovered in the marine branch of the Canadian services.
