FRANCE AND THE POPE

His Holiness the Pope, in an i Encyclical to the French Bishops, ' deplores the vastness of the plot concocted by some men in Franco against, Christianity. It repels as an odious calumny that the church seeks the political domination of the State, and urges upon France the acceptance of the Republic, but adds that Catholics must unite in combating the abuses of legislation. Pakis, February 19. In the Chamber of Deputies, M. Hubbard, a radical member, moved '• urgency, with the view of stamping M. de Frcycinet's Bill dealiug with religious societies as a direct attack on the Church." M. Clemenceau supported the motion, and M. Freycinat opposed it, the latter disavowing thut the measure was intended as an attack on the Church.
Amid great confusion, a vote was taken on the resolution urging the Government to continue a Republican policy, which was rejeeted by 301 to 212.
The Chamber then adjourned until Monday. M. de Freycinet will probably be reinstated. It is stated that it would not be possible in the present position of parties to form a new Government.
M. Laur, between whom and the Minister of the Interior a violent scene occurred in the Chamber a few days ago, is suing the latter for assault. February 21. The resignation of M. de Freycinet, Premier, has been accepted.
The President has had an interview withM.Floquet,President of the Chamber of Deputies, M. Ribot, Minister of Foreign Affairs and Senator Leroyer, He also asked M. Kibot to form a Ministry and expressed a hope that M. Freyceiuet should take the portfolio of War.
