(by electric telegraph—copyright). Sydney, August .'io. Tin; Board of Enquiry into the loss ot the barque Ellen, which foundered on the way to Noumea, gave their decision yesterday. They find that the loss of the vessel was due to the fact that the captain was incapacitated from attending to the nautical direction of the vessel, owing to an accident, aud to the drunkenness of the chief olHcer. The vessel was seaworthy, and the evidence of the survivor showed that no precautions were taken when bad weather came on. A locomotive ran over a trolly on the railway line near Murramburrali. Five men were in the trolly, two of whom, Cornthwaite aud Jones, were killed and their bodies badly mutilated, while the others were seriously injured. It is understood that the Council at Noumea has passed a resolution condemning the administratiou of M. Par* don, Governor of New Caledonia, which they allege has been fatal to the interests of the colony, and recommending the French Government, not to send M. Pardon back to New Caledonia.
