ARTIFICIAL MANURES ADULTERATION ACT.
Till-: following is a copy of the letter forwarded to Mr Bryce iu connection with the Artilicial Manures Adulteration Act now beforo the Kouse. This letter was drafted by the committee- appointed at tho late meeting of the Hamilton branch of tho Waikato Fanners' Club to consider the provisions of the Bill and to suggest improvements where deemed advisable:— " I air instructed by tho Hamilton branch of the Waikato Fanners' Club to forward you the following suggestions of amendments which they think should be made in the Artificial Manures Adulterations Act. As this Act at present stands its object would bo almost entirely defeated by Section 13. As you are aware a great part of our artificial manures coino from Knglund and Australia. Therefore wheu a vendor in New Zealand was prosecuted under Section 11, he would produce a certificate from the manufacturer in England or Australia and the purchaser would be loft without a remedy—except of course his civil remedy for damages. Even in the case of manure made in New Zealand it would be ditlicult to secure a conviction. Section 13 makes Section 11 practically useless. What is wanted is that the person who sells the ininure to the fanner should be auswerable for the manure he sells, and to secure this Section 13 should be struck out.—C. J. W. Barton, Secretary."
