THE BOROUGH FOREMAN.
TO THE EDITOK. Silt,— Womd you allow me to draw the attention of the ratepayers of this Borough to the following portion of the report of tho Hamilton Borough Council's meeting held on 14th inst, as contained in yours of ltith inst. Cr. Tippin moved, " That the Foreman of Works be granted all iucrease of wages to (js (id per day. such increase to take effect from Wednesday April lltli, 1S01." Seconded by Cr. Reid. (lam given to understand that Crs. Jones, Parr and Wood, voted against this motion, as they believed the Council had not.the power to vote money retrospectively.) Tha report continues, "The motion was carried. Cr. Parr said ho understood that the Foreman had been paid according to this advance, and asked if there was any minute on Uie books authorising such payment. The Town Clerk said there w.is not. Cr. Parr again asked "Had it been done?" The Mayor replied, " Yes." Cr. Scott asked, "By whose authority?'' and the Mayor replied, "By mine, acting by the vote of the majority of tho Council." What I wish to point out to the ratepayers is this; If the Mayor, as he states, has acted by the authority of the majority of the Council, why has it not been placed on the minutes of the proceedings of the Council ? Mr Barton declares it is not on the minutes, and tho only inferetico that can be drawn from tho above answers, with their stultify ing replies, is, that the Jtayor has acted illegally iu paying money away without tho authority of his Council, thus leaving himself open, under the Jlunicipal Corporations Act. to be preceded against by any burgess in a court uf law. —[ am, etc., A IvATHrAYKU.
