(BY TELEGRAPH. — I'ItKSS ASSOCIATION-). Wellington-, I.nst Night. Among the Dills to bfi intioduced by the Government is one for tho establishment of Maori Village Settlements under tiini perpetual lease system. Small rentals will bo charged and stringent. conditions as to occupancy enforced. The right of transfer will be limited to other natives and all precautions taken to prevent the land being transferred to Europeans. Tho system will bo applied especially to the South Island natives mnny of whom are said to bo almost Inmelcss. The < Jovernmont will buy the land necessary for settlement.
