The Minister believes that still further savings can eventually be made without dismissing or reducing anyone.

There wi 1 be no retrenchment iu the Education Department, but by tho exercise of prudence it is hoped to keep the rate under last year's, after al'owing for the annual increase of children. The expenditure on native schools will he kept within the limits, and the Minister proposes to introduce a Hill giving the Education Department power to hand those schools over to the Education Hoards from time to time on such terms as shall be agreed upon. The Minister considers that the time has arrived when the Maoris should have the right to make reserves for their schools as the Europeans have done. Judge Wanl will have charge of the district courts in the South Island, and Judge Broads' services will be retained iu other capacitics in the Nelson district.
