Pacific Province, and District Crunch will be formed under a charter from tlie Provincial Council with power to levy special contributions and censure firms, or organisations who are inimical to the interests of labour. Thr-e powers however, can only be exercised by a two-thirds majority. The District, Councils will contriil strikes in conjunction with ihc strike comiuitceo of the union involved.
