(BV TBr,EOßAl'ir.-O\VN' COKRKSVOSDBXT.) AUCKLAND, Last Night. Mn F. J. Moss, British resident at Raratonga, was a passenger in tho Richmond and will return to his land shortly with his family. Mr Moss has been on Ins first official visit round tho croupe, and has while there, made investigation-* regarding the recent expulsion of a British trader from the island of Manguia, and also into tho abuse of the liquor traffic, and with tho further purpose of reporting t> Lori! Onslow upon the prospects and affairs of the islands Generally. Mr Moss has visited the whole of the islands in detail, and was most cordially received by the various chiefs and people. Hβ hae been successful in originating a scheme of Government for the future. Courts of law have been established and a council orgauised with European members elected as representatives of foreign interests. A strict liqnonr law has been passed which only permits the sale of strong drinks upon permits signed by the principal chief, and the whole of the liquor upon the islands has been placed in charge of ouo man, who is responsible for its issue. Queen Makea, of Rarotonga, formally conveyed to Queen Victoria a valuable piece of land, in the township of Awarua, as a site for tho British Residency, and the inhabitants generally have voluntarily undertaken to epend a large sum, and give the labour to the value of 300,000 dollars required to erect a residence.
