(nv KI.RCTIIHJ TEI.KGIUPIf.— COPYRIGHT.) London, November 12. The St. James' Gazette states that un arrangement has nearly been arrived at with respect to tho Newfoundland fisheries. France is to abandon tho "French shore," and Newfoundland is to relax the Biiit Act. England also cedes Gambia to Franco. November 13. It is reported that the cession of Gambia to France in exchange for the rights iu Newfoundland is devised.
