CABLE RATES.
BY ELECTRIC TELEGRAPH.— COPYRIGHT.) Adelaide, October 27. Ix reply t.o a joint communication from the Postmasters-General of the various colonies asking whether the system of differential cable rates is practicable in view of the refusa.l of the Imperial Government to contribute to the subsidy, Sir John Pender says that such a system is impracticable under the resolutions arrived at at the Intercolonial Telegraph Convention held recently at Adelaide. He also says that the telegraph companies will bo no party to the adoption of retaliatory measures tis the Imperial Government, is on friendly relations with them and is favourably disposed to grant concessions to them. The Governments of other colonies have not yet replied vhether they are prepared to make up any loss sustained by South Australia 011 the overland route.
