AMERICAN TARIFF.
(BY BLECTKIC TELEGRAPH.— COPYRIGHT.) Washington, Scptenibes 27. The McKinley Tariff Bill has been agreed to by a conference of the two Houses, and will coma into operation on 6th. Sugar, below No. 16, is to be admitted free ; above that, one half-cent, per lb. Loxnox, September 27. Tlig Standard, in discussing the American Tariff Bill, declares it to be the most drastic protection measure in the world, aad that as ten of the free Southern States have been so little considered, there is danger of a new secession. The Standard considers thut the tariff will causo greater prosperity to the Australian tinned meat industry and New Zealand fisheries, and will also develop the profitable industries in Africa and Egypt, while it means commercial salvation to India.
