(lIV EI.KCrRIU TELEi;HAPH.—COI-YKIOHT.) London, July 5. Fifteen* thousand Newfoundlanders have petitioned the House of Commons praying Parliament to grant them relief from French oppression. Tho Premier of Newfoundland denies that the colony desires annoxation to the United States, and states that he is confident of England's protection in the present difficulty. The captain of H.M.s Emerald states he closed .Baud's lobster factories owing to a misconception of his orders. The Newfoundland cruiser Finna lias sailed for St. George's Biy to enforce the Bait Act. She takes the Colonial Secietary and the Speaker of the House, who will enquire into the French outrages there. St. Johns, July 10. Baird has been permitted to reopen his lobster factories.
