OCEAN POSTAL RATES.
[IJY TELEGItAPH— I'IIESS ASSOCIATION. 1 Wellington, Last Night To-T)AY Mr Mitchelson, the PostmasterGeneral for the colony received a cablegram from the Agent-General in London, containing the official announcement of Mr Raikes' proposals for the reduction of Colonial postal rates. The message was a short one, merely stating that the proposal was to reduce outward rates of postage from sixpence to twopence, and that if a majority of the colonies were agreeable to such a reduction it was probable that steps would Bhortly be taken to give effect to Mr Parkes' suggestions. The Agent-General impressed upon the Government the necessity of coming to a decision in the matter without any delay, and added that replies from the various 'colonies were being anxiously awaited,
