WAIKATO COUNTY COUNCIL.
The usual monthly meeting of the Waikato County Council was held at the Council Chambers, Hamilton East, at 3 p.m. yesterday. There were present : Crs. Primrose (chairman), Barugh, Seddon, Coates, Johnson and Forrest. The minutes of the last meeting were confirmed and the outward correspondence read and adopted. Special Meeting.—A special meeting was first held when the following motion, proposed by the Chairman and seconded by Cr. Barugh, was carried That the Local Bodies Loans Act, 1880, and the Government Loans to Local Bodies Act, 1880, be adopted within the county of Waikato generally. Interim Meeting.—The ordinary meeting was then resumed and the business transacted at the informal meeting held in March at which there was no quorum present, Crs. Primrose, Coates and Johnson alone being present, was approved of and recorded in the minutes.
Agricultural Reserve. — Cr. Seddon reported that the well had been sunk at the College Reserve and a good supply of water is now there, but the pump required a new sucker.—lt was resolved to pass the account, the cheque to be held over until this work is done to Mr Seddon's satisfaction.
Drain.—Mr A. Watson, of Rangiriri, applied to be allowed to cut a drain from his flax-mill to the river.—lt was resolved to grant the permission on the condition that the road be left to the satisfaction of the engineer.
Gates.—Mr Honeybun wrote complaining about persons leaving the Rates on the road through the Agricultural Reserve open, and on one occasion the gates were taken off and thrown into the ditch and the fastenings destroyed. He requested to have the fence completed, and offered to give JE2 per year extra rent whon the fence is completed. Mr C. A. Davis also wrote complaining about these gates which were a great obstruction to persons travelling along this road, and requested that they be — Cr. Coates said that he had suffered a good deal from these gates, but he had always borne it patiently, and had closed the gates notwithstanding that some persons had imputed that he had left them open, and even thrown them into the ditch, but these cliarges were not true. He said that the absence of this fence injured his property to the extent of £1 per acre. Ho moved that the fence be completed, and Mr Honevbun's offer accepted. Seconded by Cr. Barugh and carried. The matter was left in the hands of Crs. Seddon, and Coates to get the fencing done. Rates.—Mr A. Grant, a settler at Mercer, complained of his excessive valuation, and asked that a lower valuation be made on his property. Report.—The engineer read a lengthly report, a digest of which i 3 as follows :— With reference to the swamp near Huntly,he recommended that larger pipes he put down across the road. Mr Gribble who was interested would contribute about 40 per cent of the cost of the filling in over the pipes, it short outfall drain would also be necessary, and the total cost would be about £35. The drain near Friar and Davies' would require cleaning out and opening up. He inspected the Mangatawhiri Road, and found that alterations are necessary, but he thought that the Waikato County Council are not the persons interested, as the boundary of the Waikato and Manukau Counties is so described in the Act that it is impossible to know what roads are in the Waikato County. He suggested that the clerk apply for the definite arrangement of the boundaries, as lie believed that some rates were being collected by the wrong local bodies. Had had some ropairs effected an the Whangamarino Bridge, and recommended that the Council engage Mr Flaniean to take care of it, at Is per week. He laid out the Matahura road deviation to the satisfaction of the settlers and Cr. Johnson. He suggested that the Clerk ■ notify Mr Hill of the Council's intention to take the road through his property. He reported that tho fascines on Thompson's contract on the Churchill road were very unsatisfactory, and had deducted ">0 per cent from the contract. On Contract No. 42 Kiddies, he had deducted 4s per 100 from the price of fascine 9, as they are only 10ft. long, and not 12ft., as specified. Thomson had in contracts No. 37 and 38, removed too inuch earth, 190 yards in the former, and 71 yards in the latter, and R. Muir, in contract for Tole's Hill, had put on too much gravel. It was decided to engage Mr Flanigan to look alter the Whangamarino Bridge; to pay nothing on Thompon's contract for fascines, but only for gravel and drain, and also for the extra work on contracts Nos. 37 and 3S he be paid for the extra clay put on ; to get the work done as recommended at Huntly, 21 inch pipes to be used, and the clerk was authorised to serve a notice on Mr Hill that it is the intention of the Council to take the road through his property, section 101, Whangamarino Parish. Road Stopper.— In accordance with the wishes of the Cambridge Road Board, the Council sanctioned the stoppage of the road known as Dogherty's road deviation.
