(BY ELECTRIC TELBGRAPH. —COPTRIGBT.) _ London, February 22. )■ Thk Zalinski gun, ordered by the Victorian Government, will be tried at Shoeburyness iu April, as a guide to the Ordnance Department before any orders are given for the gin by the British Government. The gun in question carries five miles. It is suspected' that the man who first outraged , and subsequently nmrdered the girl at West Ham is an engineer proceeding to Australia. The colonial police have the man's description, and have been warned to be on the look-out. The Emperor William expresses Annoyance thus his' recent decree on the labour question has failed to satisfy the Socialists. It is expected that the: Berne Conference will be abandoned if the Berlin programme goes beyond the questions of mines and strikes. It is understood that Lord Salisbury declines to discuss the advisability of holding a conference for the purpose of the hours of labour. The Times states that the PanAmerican Conference has failed to arrange an American Zollverein, as Washington refuses to admit the wool from the Argentine Republic free. An amendment in favour of free education has been defeated by 60 of a majority. The Irish members supported the amend ment. The Government are favourable to Mr Morley's principle, that the Catholics and the Jews should retain the control of their schools, but consider that the time is not yet ripe for bringing the question forward. The Times states that the Russian squadron has been ordered to Crete. An amendment to the Address-in-Keply in favour of a Parliament for Scotland, was rejected by a ma : ority of 40. President Carnot and M. Tirard are iu favour of releasing the Duke of Orleans. Father Kinsella his been sentenced to two months' imprisonment on a charge of building huts for; evicted tenants from Kilongorey' Estate. Washington, February 20. Kelly, who is suspected of being the man who drove Dr. Cronin to the cottage where he was murdered, has been arrested. Secretary Blaine and Sir J. Paimcetote, the British Ambassador, are settling the Behring Sea Fisheries dispute. Chicago, February 21. Kelly, who was arrested on suspicion of being the driver of the vehicle in which Cronin was taken to his death, has been released. February 23. O'Donnell, convicted for bribing the Cronin jury, has been sentenced to three years' imprisonment. Berlin, February 20. It is reported in official circles that Von Boetticher, the present Secretary of State of the Interior, will replace Prince Bismarck as Prussian Premier. Paris, February 22. The Russian Conversion Loan of £14,000,000 has been covered sevenfold in France alone. . Pjskin, February 23.
