Statutory Meeting.
The aumnnil meeting was next held for the purpose of the election of a Chairman fur the coming year. Election or Chairman. —It was proposed by Cr. Brooks and seconded by Cr. Hunt and carried unanimously, " That Cr. Mitchell bo the Chairman of the Council for the coming year. Cr. Brooks in moving the resolution spoke of the efficient manner in which their Chairman had conducted the business, to which other councillors boro like testimony.—Cr. Mitchell in taking the chair thanked them for the honour they had done him in electing him a second year to the office. Gknkral Business.—Tlio Council next proceoded to the ordinary business of the meeting. Minutes of last meeting wern lxad »nd confirmed. Hospital Ruprhsentation.— On the motion of Cr. Mathias and seconded by Cr. Hunt, MrT. (!. Sandes was unanimously reelected to fill the office of representative of the Raglan County Council, on tlio Waikato Hospital and Chaiitablo Aid Board, " .several of the councillors expressing their satisfaction with their representative. Balance Shkkt.—The balance sheet of the county was then read ami approved, i
Wharf.— At this juncture the members of the Whaingaroa Road Board having extered the room, a united mfioting of the Council and the above Board took place re the wharf construction, etc., Mr Mitchell in tlm chair. The Gazette notico was read in reference to authority given by the Government for the erection of the wharf and tho powers vestud in the Whaingaroa Road Board in conjunction with the late town of Raglan Board, which position the Council now occupy. A letter was read from the Marine Department in reference to wharf dues. Mr Bishop who was present on behalf of tho Raglan Flax Company, expressed his views in fas our of a liberal tariff in order to foster growing enterprises like flax dressing and others. After further consideration it was proposed by Cr. Wilsoa, seconded by Cr. Brook, and carried, " that the tariff submitted be adopted and forwarded to tho Government for their approval, and inserted in the New Zealand Gazotte," An] understanding was arrived at between the two bodies present, viz., "that the Whaingaroa Board wure willing that the County Council should bring into force the provisions of the Counties Act, re Harbour Boards and that applications In made to the Government to empower the Council to act in such capacity." The County Council will proceed with the erection of the wharf and appoint a wharfinger. After considerable discussion upon wharf affairs the united boards being most harmonious throughout their deliberations the meeting closed. The ordinary meeting of the Council was resumed. Correspondence.—The outward correspondence was read. A letter was received fre 111 the Survey Dept. stating that it was the intention ot the department, to spend all the moneys voted upon tho construction of roads etc., the Council having requested to have tho spending of sums voted within the County.
Bridge Control.—The report of the representative appointed to attend the Commissioner's Court re the control of bridges, held at Hamilton was read.
Land Sold foit Rates.—A letter from Messrs Hesketh and Richmond was received on behalf of their client Mr Green, in reference to land sold by the late Karioi Road Board, for rates due. It was resolved to reply that the matter was under consideration, and that a test case would bo tried etc. A letter was read from the latu chairman of the Karioi Road Board requesting payment of a fee for legal opinion. It was resolved to inform him that this Council do not recognise their liability.
Petition.—A petition was received from 25 settlers at TeMata and other parts requesting the Council to deviate the road to Ta Mata at Wallis' Hill. Proposed by Cr. Langley, seconded by Cr. Sherret, that the engineer report opon the proposed deviation, and that the cost of the same shall not exceed £25.
Flax Storage.—A letter was received from the Raglan Flax Company in reference to storage of flax, and requesting the Council to grant them authority to erect a store at the end of the wharf for the purpose of storing their flax, which was expected to be about six tons per week.—lt was proposed by Cr. Langley, seconded by Cr. Hunt and carried, "That they be informed that the Council are about to ercct a store for the use of the settlers on the new wharf for the storago of flax and all other produce." Slaughtering Licenses.—The question of slaughtering licenses was fully considered. It seems that several parties are desirous of taking out licenses. It was proposed and carried "That licenses be issued and an Inspector appointed to carry out the provisions of the Act."
Dog Tax.—This subject cama up for consideration and was very fully discussed. —Proposed by Cr. McGuirk and seconded by Cr. Brooks, " That the tax be, for cattle and sheep dog.i 2s Gd, and os for all sporting dogs."—Carried. Dou Collars. —It .vas proposed by Cr. Brooks aud seconded by Cr. Langley, "That tenders be called for dog collars to be submitted to tho Council, notice also to be given that all fees arc to be paid at the office of the registrar of the district."— Carried.
Furze.—Proposed by Cr. Langley and seconded by Cr. Sherrett, "That the provisions of the Public Works Act Amendment Act re furze be brought into operation, and that persons having furze growing opposite their allotments he requested to remove the same to the satisfaction of the Council."—Carried.
The Council then adjourned until next morning.
Thursday's Meeting. Native Kates.—A letter was received from Mr J. K. McDonald requesting native rates to be spent upon the Hot Spring* road. Audit.—The Council were informed that the Government wore stopping the amount charged by the Audit office out of the subsidy. Very great disapproval was expressed at this action.
Whahf Piles, &c. —Mr Munro, on behalf of Mr Erucp, waited upon the Council as to the disposal of piles that were not required in their present contract, just completed.—The Chairman informed the Council that he and Mr S. Wilson, who had been appointed to inspect the wharf had examined the same, and passed the work, etc. The Council determined to have four mooring piles put in at each corner of the T. at the end of the wharf. The matter was left in the hands of the Finance Cointr.ittee. Plans and specifications for the store, trolly, winch, &c., to be prepared by the engineer. The Marine Department had informed the Council that, they should receive £ per £ for all additional outlay, subject to the approval of the Government, &c.
Rates Due.—All ratepayers not having paid rates due, wore to fee proceeded against, if arrears were not paid beioro December 31st, notice of the same to be advertised.
Finance Committee.—Proposed by Cr. Brooks, seconded by Cr. Sherret and curried, "That the Chairman and Cre. Mathia.s and Langley be appointed a Finance Committee.
Whainoahoa-Ni.-ahuawahia Road.—A letter having been received from Mr J. K. McDonald pointing out several bad and dangerous places upon the road betwixt the harbour and Hot Springs, the Council granted the sum of £25, the work to be carried out as the engineer shall direct. Clekk's Sa r.AKV, etc.—The salary of the Clerk and travelling expenses were next considered. Proposed by Cr. Brook and seconded by Cr. McGuirk, "That the Clerk's salary be at the rate of £00 per annum, and travelling expenses at the rate of 10s per diem. Cr. Brook and the other Councillors testified to the very efficient manner in which their Clerk had performed the duties of his office. The resolution was carried unanimously. Mr Somerset, the Clerk, thanked the Council for their confidence, and for the addition of salary granted.
Road Maintbnance.—The engineer was directed to call for tenders for the year, for the maintenance of various roads, etc.
Deviation of Road.—At the request of Cr. McGuirk, the engineer was requested to visit the Pirongia district and inspect proposed deviation of road near Kaniwhauiwha.
