It is probable that the next meeting of the Federal Council will be hold in Sydney, in order to offer facilities tor the various delegates meeting Sir Henry Parkes and his colleagues in a discussion on the broad question of Federation. Bhishank. November 22.
Major-General Edwards, who recently visited New Zealand, inspecting the forts, has arrived here. In referring to the Federation question, he expressed a strong opinion that eventually it must come to the adoption of a uniform tariff. He considers it a. serious matter to settle, and unless Federation is secured it was not impossible that civil war would result. He favours the idea of intercolonial free trade, but considers the granting of responsible government to Western Australia would be absurd. It is believed he has reported strongly to the Home Government that Federation would settle the difficulty by taking over the whole territory.
