[BY KLHCTRIC TELEGRAPH. —COPYRIUHTj. Svdnev, November 1. Thomas, the defaulting teller of the Bank of New Zealand, was arrested in Melbourne with £600 in his possession. Adelaide, November I. Harvesting is progressing, and the returns, so far, are excellent, but red rust is spreading in several localities, which, it is feared, will reduce the total yield. TTojURT, November 1. Tho Tariff Committee recommend that an endeavour be made to secure free trade between Tasmania and the other colonies, lu their report as an amendment on the tariff they suggest the following duties : sheep, three shillings aud cattle 50s per head ; bacon, 25 per cent; hams, flour, grain, pulse, bran, pollard, oatmeal, ouions, woollen piece goods, blankets, shawls, and tweeds, 20 percent,, potatoes, 25 per cent. The Chamber of Commerce approves of granting New Zealand, a share in carrying the Tasmanian mails.
