Sytiney, July 3. The Sydney Morning Herald this morning, lias a leading article on tho condition of New Zealand. It says tho gratifying position the colony now holds is mainly due t« the administration of the Atkinson Ministry, and it is very questionable whether the position would have been brought about had Sir K. Stout continued in power, even had he reconstructed the Cabinet. While Sir Julius Vu«el presided over tho Treasury, the present state of affairs would have been quite impossible, and it goes on to say that the great increase of exports and the rapid advance in colonial securities show that public confidence within, at well as outside, the colony has been restored. Looking at the situation from all points the Herald considers Sir H. Atkinson is pretty certain to remain in'pmvcr until the expiry of Parliament, and adds " it is best for New Zealand that it should bo so,"
