Ho says: "In all cases reference to yon would be ad visible, so that you should, in making your report and recommendations, take into consideration the following points: —1. Applications should in all cases be endorsed by the recommendation of the. stewards of a metropolitan racing club ; 2, tho races should be he'd under the rules of a metropolitan club ; tho amount of public money added to the stakes should never be less tiian £100 at any meeting. 1. Licenses showld never be given to u-e the totalisator at a pony race, trotting race or hack meeting, nor at a meeting proposed to be held in an isolated place where the surrounding population is not sufficiently large to furnish a tolerably numerous attendance at the meeting. 5. A license to use the totalisator should not be given any club other than a Metropolitan Club for more than three meetings in a year.
