SAMOAN QUESTION.
[By Electric Telegraph—Copyright.] Berlin, March 24. Phi.vcu Bismarck, in a despatch to Herr Steuble, the recently-appointed Consul at Samoa, declares that Dr. Ivnappe's conduct towards foreigners and the natives of Samoa lacked coolness, that he had no authority to declare war, proclaim martial law, or attempt to secure the annexation of Samoa to Germany. The Berlin Post states that the Samoan Conference has been postponed till May.
