[BY ELECTRIC TELEGRAPH.— COPYMGHT.I Washington, March 5. General Harbison was sworn in as President of the United States yesterday. In his inaugural address, amongst other subjects, he referred to the protection of native industries, the Panama Canal, conserving coaling stations and American interests, and increase of the navy. The German Press consider the address arrogant and unfriendly.
