John Morley gave notice of an amendment to tho Ad-dress-in-Reply, to the efl'ect that the harsh, oppressive), and unjust government of Ireland was viewed with aversion by the people of Great Britain, and urging conciliatory measures. Mr Gladstone, in the course of a speech, adverted to the danger of largely increasing the army and navy. The debate was adjourned. In the House of Lords the Ad-dress-in-Reply to the speech from tho Throne was adopted. Lord Salisbury, referring to the Satnoan Conference to be held in Berlin, said it would be a renewal of the Washington Conference,
