Monsignoh Peusico has reported to the Pope that the Protestant authorities have no sympathy for the Catholic population, and will never convince the people that such proceedings as the Plan of Campaign are immoral. He finds that the Pope is generally suspected of being under the influence of the English Tories. Agrarian outrages and boycotting, though highly immoral practices, are, Mor.signor Persico thinks, inevitable in the present excited state of feeling.
