(BY ELEOTItIC TELEGRAPH.—COITBIGHT). Washington, December 3. President Cleveland, in his message to Congress, reiterates the necessity of an amendment of the existing tariff. He stigmatises as flagrant the injustice of millions of revenue exacted from the people lying dormant in the treasury vaults. He considers the l<'isherica Treaty satisfactory and honourable to both parties. Mr Cleveland defends his treatment of Sir L. Sackville-West. He concludes his messages by recommending the suspeusion of the silver coinage for the present.
