New York, November 1. The Herald declares the action of Secretary Bayard is hasty and unbecoming his dignified office. It urges his dismissal from the Secretaryship of State. London, November 1. The Times says that President Cleveland's recent actions have rendered hira unworthy to again receive the exalted position he now holds. In most scathing terms the writer proceeds to point out that both Cleveland and Bayard acted with unmanly and undignified haste. The abruptness of the United States in the matter are characterised as an insult to England, deliberately perpetrated for election purposes. Mr Henry Herbert has been appointed to the charge of the British Embrassy at Washington during the absence on leave of Sir Sack-ville-West. The Imperial Government have refrained from interposing in the dispute. November 2. The Standard, in a wrathful article on the Cleveland-Saokville-West affair, condemns Lord Salisbury's dilatoriuess in replying to the official note from Mr Bayard, United States Secretary of State, and assorts that the Premier's hesitation in the matter is responsible for the humilitating position now occupied by England in reference to the dispute It argues that the dismissal of the British Miuister from Washington, would not have occurred if Mr Bayard's note had been promptly answered. The article further urges that Mr Philips, United States Minister at tho Court of St. James, should be treated in tho samo way as Sir L. Sackville-West was treated by the United States Ofovernment.
