His Kxeelle.ncy saH tluvt tho proposal for the establishment of an agricultural college and experi'iiental farms would be submitted for the consideration of members, and a Bill would also be introduced giving Government power to arrange for the construction of irrigation works. A Hill would be. brought in providing; for reform of the electoral system, aud another to establish local government. Hi! .said that it afforded him much pleasure to announce that there was a marked improvement in the revenue (if the colony, as members would nee from the Treasurer's Budget, which would be delivered before the end of the month.
