The Governor's Speech, (By Electric Telegraph—Copyright.) Syonky, October 23. Pauliambxt was opened by His Excellency the Governor, this afternoon. His Kxeelle.ncy saH tluvt tho proposal for the establishment of an agricultural college and experi'iiental farms would be submitted for the consideration of members, and a Bill would also be introduced giving Government power to arrange for the construction of irrigation works. A Hill would be. brought in providing; for reform of the electoral system, aud another to establish local government. Hi! .said that it afforded him much pleasure to announce that there was a marked improvement in the revenue (if the colony, as members would nee from the Treasurer's Budget, which would be delivered before the end of the month.
