AN IMPORTANT OFFER.
« [BY TELEGRAPH— PR ESS ASSOCIATION'.] Wellington', Monday. Mr Wests AIU'H, head of the firm of Westgarth and Co., of London, stock agents and brokers, who is now in Wellington, submitted to the Premier an important scheme for the consolidating of the loans of the colonies, which he has also laid before the Treasurers of the other colonies. He proposes cither to effect a complete financial union by the consolidation of the stocks of all the colonies on a three per cent, basis instead of t!'e present varying rates, or, as an alternatiw, that each colony should agree to consolidate its loans at three per cent., and raise none in future at higher rates. Mr Westgarth has also made a separate proposal to Sir If. Atkimon that this colony should follow the example of Queensland in not allowing any municipal nr harbour loans to be raised directly upon the market, but that they should make those bodies negotiate such matters with the alone. The effect of this would, ho considered, be wonderfully advantageous to the credit of the colony, and reduce the cost of the loans.
