(l)V KI.BCTIUCTJJUWK.U'H.— COI'VIHGHT). Ottawa, September 11. The majority of the Dominion Cabinet have agreed that it is desirable to place Canada at once in a state of thorough defence. Sir John Macdotmld argues, however, that the fear of war is " more moonshine,'" and that the talk of retaliation by the United States would scarcely survive the Presidential campaign. Lord Harris, speaking at Carmarthen, said British relations with China and America were causing uneasiness, and although he would deplore a quarrel with America, yet every Englishman requires that British colonies shall not be downtrodden, over-ruled, and ill-treated by their neighbours. Ottawa, September 12. Sir John Macdonald, Premier of Canada, will probably visit England at an early date with the object of urging upon Lord Salisbury the desirableness of granting several millions to the Government of the Dominion for the purpose of constructing strategic and commercial railways, which should be part of the system of defence.
