MR VAILE OFFERS TO LEASE THE RAILWAYS.

(by telegkapii— own correspondent). Auckland, Last Night. Mr Samuel Vailg has sent an important communication to the Minister of Public Works. Mr Vailo says his friends are so confident of the feasibility of working the Auckland section of Government railways on the system proposed that they have authorised him to offer to lease these lines for a period of five yearß with a view to fully testing the new system. A substantial guarantee would be given to the Government that the net revenue paid to the Treasury should not be less than that earned during the year 1887-S. The other terms and conditions are to be arranged on ail equitable basis, but so as not to place the public in a worse position than at present. He concludes by saying that if the Government are prepared to entertain his proposal, active negotiations can proceed at once. Mr Goldie is asking the intentions of the Government in the matter. A Star reporter waited on Mr Yaile this afternoon with reference to this offer. Mr Vailo, however, declined to state anything further regarding the proposal, or to disclose who were his guarantors, until the matter had been considered bv the Government, or ventilated in the House of Representatives. His letter was simply a formal proposal, meant to open negotiations, and contained no details of the proposed arrangement. He repeats most emphatically that he will offer substantial guarantees, which ensure the Government against any loss resulting from the experiment, and he further wishes it clearly understood that in any arrangement which he may come to, he will see that the public interests are carefully preserved. He is a firm believer in the State ownership of railways, and therefore the proposed leasing is not intended as a step towards taking over the control of the Auckland lines permanently, but simply as an experiment to prove the correctness of his contention regarding passenger and freight rates.
