The captain of the latter vessel represents France, and Captain Clayton, of H.M.s. Diamond, Britain, oil the commission to administer the affairs of the group. H.M.s. Calliope is also with the Diamond. The Pacific-Canadian Railway authorities will shortly begin negotiations with the Australasian Governments in connection with the Pacific-Canadian route as a means of communication with these colonies.
