FOREIGN INTELLIGENCE.
(By Electric Telegraph.—Copyright.) London, April 11. Mb W, H. Smith, in the House of Commons, stated that it was not intended bo in'roducc an Irish Loc.il Government Bill this session. The Government were prepared to submit such a Bill if the Irish people were ready to receive it with loyalty to the Crown and constitution. The Powers having agreed to suppress the bounties on sugar, the Conference is devising practical measures to give effect to this decision. The Emperor Frederick is troubled with coughing and swelling in his throat. The Turkish military cordon, recently established round the Roumelian frontier, has been withdrawn. It is explained that the step was taken a3 a sanitary precaution. Sir Charles Tupper his introduced a Bill providing for the ratification of the terms of settlement of the fisheries dispute. General Boulanger's election at Dordogue was mainly due to the Bonapartists.
