ANOTHER CRISIS IN FRANCE.

The inquiry into the conduct of General Boulangcr has concluded, and the result is that he will be finally placed on the retired listMarch 31. General Boulangcr, in an address at Nord, accused the Chamber of Deputies of neglecting the defences of France, and he maintained the necessity of preparing for war. The impotence of Parliament, he added, had alienated the country. The Chamber of Deputies have dissolved, with a view to a revision of the constitution. It appears that the Boulangcr party suddenly demanded the urgency of a revision taking place in the constitution, and in this they were supported by the Bonapartists and the followers of M. Clemenceau. The demand was carried by 2(iS to 237. April I. M. Floquet has born summoned to form a Ministry, and is consulting M. Ue Freycinet, M. Flourcu's, and M, Goblet. In consequence ot the adverse vote, M. Tirard and his Ministry have resigned. The defeat is attributed to the fraotiousness of the Government, and that members are unwilling to tolerate M. Tirard any longer. The result has caused great confusion. In the Chamber of Deputies, M. Pelletan proposed the motion for revision of the Constitution. M. Dassen demanded the abolition of the Republic. The Premier accepted the niotnn as a want of confidence, and on his defeat, the President accepted the resignation of the Ministry. General Boulanger advocates unire si! suffrage. The political crisis is regarded a*i a victory for General Bonlanger.
