President Carnot has removed General Boulauger from his command of the Thirteenth Army Corps, stationed at Clermont-Ferrand, in consequence of his having visited this city in disguise without having obtained permission to leave his corps. March 16. The dismissal of General Boulanger from command of the Thirteenth Army Corps at Clermont-Ferrand is generally approved. General Boulanger publishes a statement that his visit to the city_ in disguise was iti consequence of his having received news of his wife being seriously ill, and thatjihe had been refused leave to visit her. New York, March 16. A teirific suowstorm has occurred in this State. Scores of trains and thousands of passengers are blocked on the lines. Unable to escape from tho snowedup carriages, many persona have been frozen to death. The storm has caused great destruction to property, including numerous wrecks and the interruption of telegraphic communications. Business has been brought almost to a standstill.
