It rejected the report of the committee on the Scottish Bills on the ground that they were virtually Bills for Homellule. Mr Gladstone aud Sir H. F. Trcvelyan supported the motion for the committee to whom all Bills affecting Scotland were to be referred. The motion was negatived by 77RojiK, March o. The tariil" war with France is exciting great irritation, and the Italian papers profess to be alarmed at the, movements of the French troops on the frontier.
